Overview
Background The Belgian Development Agency, ENABEL, mobilizes its resources and its expertise to eliminate poverty in the world. ENABEL contributes to the efforts of the international community and works towards a society that provides present and future generations with sufficient resources to build a sustainable and fair world. The Natural Resources Management for Local Economic Development in Kigoma Region (NRM4LED) project aims at increased benefits for the communities of selected landscapes in Kigoma Region through an improved enabling environment and strengthened capacities for sustainable management of Natural Resources (NR) linked to an equitable Local Economic Development. The direct beneficiaries of the project are the local users of NR in selected landscapes; Local, and Regional Government Authorities, Non-state service providers and the Private sector, who associate themselves with the project implementation through partnerships in order to improve their management of Natural Resources in interaction with community partners.
The 5-year project started in September 2014. The project’s central coordination team is based at the Kigoma Regional Secretariat, led by a Project manager from RS office and ENABEL employed International Technical Advisor as Co-manager. The coordination team further comprises of 7 ENABEL employed local Technical Advisors, four of which will be stationed in at the RS and three at district levels, and supporting staff. Now, ENABEL seeks to recruit a District Technical Advisor (DTA)

Expected starting date: 1st April 2019 or earlier: Duration: 11Months
Overall responsibility:
Under the leadership of the Project Manager and Co-Manager, the District Technical Advisor has a key role in assisting project implementation through the District Facilitation Team and/or any NRM-LED Implementation Partner in the assigned districts. The role of the DTA is one of facilitation and of linking all relevant players through the district stakeholder platform. Project planning, implementation, and reporting at the district level will be coordinated by the District Focal Point, nominated by the District Executive Director in accordance with the guideline in the Project document (TFF). The DTA will be responsible for technical guidance where needed for ensuring that there is no duplication of efforts with other projects in the districts and for close follow up to ensure plans and reports including financial reports are delivered on time.
Functional relationships:
- The DTA is an associate member of the PIU and is under the ENABEL Resident Representative (Represented by the Project Co-manager). The DTA is, together with the District Focal Person (DFP), of the allocated districts, responsible for the planning, coordination, implementation and monitoring of the project activities according to agreed work plan, budget and modalities.
Main duties and responsibilities:
- Provides advice and guidance to all District Facilitation Team members and service providers involved in the execution of project activities in accordance with National and District policies, plans and procedures, the Execution Agreement between the districts and the project, approved work plans and allocated funds.
- Ensure relevant issues for quality management including governance, gender and CEPA are mainstreamed in all district project plans and reported accordingly.
- Receive advice and directions from PIU on technical, financial and administrative matters as agreed by PIU.
- Take the lead in developing and implementing a project monitoring and evaluation plan.
- Together with the District Focal Point, ensure that annual and semi-annual operational and financial reports, are prepared and submitted in time to the PIU
- Coordinate with local NRM implementation partners (ie NGOs and private sector) and supervise locally Execution Agreements.
- Establish and maintain good working relationships with project participants, counterpart agencies, donors and other relevant organizations and government agencies in the districts, trading lessons learnt, toolkits, etc.
- Share information about the project with other organizations and agencies as needed. Liaises and coordinates project activities with other relevant technical assistance projects.
- Together with the DFP identify the need for specialist studies, propose consultancy terms of reference for submission to PIU and supervise fieldwork and report preparation.
- Reports quarterly to the Project management.
Other Duties:
- Guide the DFT and verify that the District project work plans and budgets conform to the given criteria, budget ceilings and JLPC directives and are in line with DDPs.
- Be responsible for the correct use and accounting of the expenditures paid from the Belgian contributions.
- Prepare monthly work plans at the beginning of the month and make a short report at the end of the month.
- Participate in and contribute to bi-annual stakeholder meetings at landscape, district and regional level, guiding project planning, budgeting and reporting session conform with AFM Manual and PIM.
- Be responsible for the correct use of the project resources, including the car allocated to the District Technical Advisor and District Facilitation Teams in the two districts
- Co-sign, when required, the project expenditure with the concerned district. In case execution modalities are changed during project implementation.

Qualifications and experience:
- A graduate in a Natural Resources Management related discipline.
- A minimum of 5 years professional experience, preferably in CBNRM projects.
- A minimum of 3 years professional experience in NGO or microfinance organizations or other economic development organizations, is preferred.
- Knowledge of DPs- GoT project and LGA procedures would be a distinct advantage.
- Excellent oral and written communication skills in Kiswahili and English.
- Knowledge of MS Windows, Word, Excel, PowerPoint and accounting.
- Willing and able to be based permanently in the district, travel extensively with extended stays in remote and rural locations.
- Familiar with O&OD, LUP and 6 steps to CBNRM.
- Able to adapt to circumstances and communicate well with the rural communities
